HMCRA PFC Meeting notes

  • School volunteering and safety from Miss Alisa
    • Volunteering
      • Last year there was an incident and as a result, we now need TB tests from any parent/adult volunteering in the classroom. THIS IS FOR VOLUNTEERING DIRECTLY W the KIDS ONLY (exemption for the pumpkin patch trips next week)
      • Miss Alisa is going to try to arrange a day where everyone can get a TB test on-site
      • In the meantime, there are other ways to help out.
        • Wednesday folders
        • Gardening
        • Miss Alisa always needs help in the office
    • Security
      • Concerns have been brought up about the Diamond St. gate being open and not enough adults at the front doors on 19thstreet. Miss Alisa is exploring changes to make.
        • Miss Alisa would like some adults to volunteer to help monitor those entrances to help keep the kids safe.
        • Let’s make sure we make sure everyone know this is about safety of our kids not about restrictions
        • There are concerns about the front doors being locked and disabled people not having the access they need.
        • As a teacher, Ms. Francis would appreciate having the doors locked an knowing the kids are safer
        • IS there a district guideline about this?  It varies from school to school
    • This will remain a topic of discussion and will be brought and further discussed w/ the staff
  • SSC Report
    • First meeting was today
      • SFUSD reviewed rules and responsibilities of the SSC
        • Writing and agreeing on the balanced scorecard
        • Budget and allocating certain amount of federal funds
    • Budget update
      • There were further budget cuts on the 24th
      • Money is allocated based on enrollment and it’s then adjusted 10 days into the school year.
        • Enrollment was down at day 10 (it’s now up above of where it was then)
        • We also have fewer kids in special categories
      • The budget shortfall is $40K
        • We can make part of it up by not filling the parent liaison position
        • The other options were
          • Student advisor
          • Para position
        • Together w/ some other arrangements Ms. Peoples was able to make we’ve been able to close the gap
      • One parent/community and faculty position need to be filled on the SSC
      • Concern about the parent liaison position has been eliminated and what that means for the community.
  • PFC budget decision
    • The sequence of events leading to that decision
    • Normally we present a budget and vote on it,
    • When this shortfall came there was a deadline that needed to be met and rather than see more staff cut, Sarah Weil made the decision
    • There is a concern that the decision was not representative
      • And that money was getting funneled and we’re supplementing the school budget
      • To prevent this in the future, the PFC needs some by-laws in the future
        • Next spring we need to have time to look at the budget
        • then PFC can build into a contingency in the budget from which we fund these things in the next year
        • We’re exploring different options for by-laws
        • To raise funds, a company or individual’s donations up to $500 are tax deductible

    • Initial goals was continuation of care, arts and enrichment
    • Last year in addition to morning and afterschool care
      • Friday Clubs
      • Science education materials
      • Tree Frog treks
      • Cultural Kitchen for 5th graders
      • Camp Mosaic
    • This year focusing on science and civil rights
      • Camp Mosaic
        • Including an assembly where the kids present back to the community
      • Science
    • In addition, they’d like to hear from the community about ideas for funding
    • Looking at distributed budget
    • There were a lot of emotions and questions about the relationship between FOHM and the school
      • A number of families donated money to FOHM for HMCRA but are confused about  what the relationship
      • One suggestion is having the meetings at the school on weekdays and making it easier for people to attend
